As the school authority, the Landschaftsverband Rheinland is responsible for paying the travel costs for pupils attending LVR special schools. The legal basis for this is the NRW School Travel Costs Ordinance. According to this, the LVR, as the school authority, decides on the type and scope of school travel costs.

In principle, the use of public transport always has priority if the schoolchild can travel to school by bus or train. Above all, this contributes to the independence of the pupils and prepares them for everyday life later on. The LVR will cover the costs of an appropriate ticket (Deutschlandticket, Schülerticket, Schokoticket or similar).

The Landschaftsverband Rheinland (LVR) has set up a special school transport service for pupils who are unable to make their own way to the LVR special school. Shared transfers are formed to pick up the children at home in cars or minibuses and take them to school. The journeys are carried out by contracted transport companies. However, special school transport is a voluntary service to enable pupils with disabilities to participate in everyday school life and to support parents accordingly. - There is no obligation to provide transportation.

If public transport is not reasonable and special school transport is not an option, there is a statutory entitlement to reimbursement of costs. In this case, a distance allowance is paid - in individual cases, cab costs are also covered in the actual amount.
